The fish ladder was designed to provide fish passage from Georgian Bay to the Beaver River at Thornbury. The switchback channel is cut into the bank of the existing river and under an existing highway bridge. The structural challenge was ensuring slope stability on the tight site. Permanent tieback retaining walls were designed to achieve the needed grade changes without disrupting the highway bridge or reducing support of an adjacent dam structure
